In the original series episode "Cold Hands, Warm Heart", Project Vulcan is a program of the United States Space Program. It's ultimate goal was the human colonization of Mars. It was headed by several specialists including astronaut Jefferson Barton. The first known mission was to orbit Venus to discover for certain if it cannot sustain human life. It was eventually confirmed that it could not.
